Single Outcome Agreement

A Single Outcome Agreement was developed and agreed between each local authority area and the Scottish Government, effective from 1 April 2008, which set out how each area would work towards improving outcomes for its local communities and reflecting agreed local priorities within the context of the National Performance Framework.

As a result of the status of the Community Plan in East Ayrshire – ‘One Authority, One Plan’, a three year Community Planning Partnership Single Outcome Agreement (SOA) was prepared from the outset, covering the period 1 April 2008 to 31 March 2011.

As part of Partners’ commitment to ongoing review, it was agreed that the SOA, which required to be updated for implementation from 1 April 2011, would be reviewed and developed in the context of the Four-yearly Review of the Community Plan being progressed in 2010/11 to ensure alignment with identified and agreed strategic priorities and high level local outcomes.

The Community Planning Partnership Single Outcome Agreement 2011-2014, developed as part of the Four-yearly Review, underpins the Community Plan and provides a robust performance management framework ensuring effective links to the national outcomes. The SOA was endorsed by the Special Community Planning Partnership Board on 29 March 2011, partner agencies in advance of this date, and subsequently submitted to the Scottish Government on 31 March 2011.

Community Planning Partners will continue to review and report performance on an annual basis, in particular through the Single Outcome Agreement, which in East Ayrshire acts as the performance monitoring framework for the Community Plan.


Updated Single Outcome Agreement 2013-2015

The reshaping of our Single Outcome Agreement 2013-2015 to meet the requirements of the National Review of Community Planning and SOAs has been taken forward in East Ayrshire in the context of the Community Plan Mid Term Review 2012/13, informed by updated guidance in this regard received from the Scottish Government.

Consequently, our SOA has been updated for implementation from 1 April 2013, which is aligned to the final two years of the Community Plan.

Following overall endorsement at a special meeting of the Community Planning Partnership Board, the updated SOA for the period 1 April 2013 to 31 March 2015 was submitted to the Scottish Government for consideration on 28 March 2013.
